The Spartanburg County Public Libraries (SCPL) offers notary services to the public for the fee of $5.00 per document. Electronic notarization services are not available. Notary services are available in the Administration Office at the Headquarters Library, Monday to Friday, 9:00 am-12:30 pm and 2:00 pm- 4:30 pm. Please call ahead to confirm availability.

Notary services are available at most branch library locations; however, it is strongly encouraged to call ahead to ensure that a notary is available prior to visiting. Notary services may be provided during nights and weekends, but availability should be confirmed prior to visiting.

SCPL reserves the right to limit the number of documents that can be signed, or the amount of time SCPL notaries can spend with a patron.

What You Need to Bring

  • The person(s) who need to sign the document(s).  All signers must be present.
  • Completed, but unsigned, original documents to be notarized.
  • Valid government-issued state or federal photo identification. *Photo identification is required for all individuals signing and must not be a copy of an ID or out of date.
  • Any witnesses required. Library staff and patrons may not be asked to sign as a witness. Witnesses must have a photo ID that meets the stated requirements.

  • Sworn statements
  • Powers of attorney
  • Deeds of trust
  • Rental agreements
  • Copy certifications
  • Beneficiary designations for retirement accounts
  • Promissory notes
  • Court documents and probate court documents
  • Wills

Documents the Library Cannot Notarize

  • Real estate transactions (e.g. mortgages, closings, refinancing, quit claim deeds)
  • Marriage, birth and death certificates
  • Notary protests
  • Motor vehicle bills of sale
  • Documents in languages other than English
  • Employment eligibility verification
  • Homeland Security I-9 Forms
  • Any documents that are blank, incomplete or have been modified.
  • Photographs or photocopies of official documents. *However, the holder of the document can sign an affidavit for authenticity certification which a notary can then notarize.
  • Post- or pre-dated documents.
  • Documents signed with a signature other than the one on their valid, government issued state or federal ID. The signature on the document must match the name on the ID exactly.

Library Guidelines

SCPL adheres to the policies and procedures outlined in the Notary Public Manual for South Carolina.

Notaries public are public officers whose main purpose is to prevent fraud in the execution of documents. The duties and acts performed by notaries public in the state of South Carolina are defined in  Title 26, Chapter 1 of S.C. Code of Laws

Notaries public must refuse to notarize documents for anyone they feel is under duress, lacking understanding of what they are signing, intoxicated, or otherwise unable to make informed decisions for themselves.

Notaries public cannot offer legal advice. SCPL notaries cannot give advice about a document needed, recommend the type of notarization required, nor offer an opinion about the legality or effect of a document.

To apply for a passport, please call 864-596-3505 to request an appointment. Appointments required; we do not accept walk-ins. We also cannot promise same day appointments. It may take a minimum of three to five days for one of our passport acceptance agents to return your call.

Should a computer or Wi-Fi be needed, each location also has computers and Wi-Fi for use.

Study rooms are available for groups of one to four individuals at all of our branch locations. These rooms are available on a first come, first serve basis and cannot be reserved.

Should a larger space be needed, each location also has meeting room space available for reservation. Fees vary. Contact each location for more information.

Prior to and during tax season some federal tax forms are made available to the public from the IRS at the Headquarters Library.

The Information Services Department at the Headquarters Library provides test proctoring services to students. Proctoring is by appointment only and requires at least a three day notice. While staff will monitor the examination, proctors are not allowed to sit with students during the entire exam, and we cannot guarantee this to the student of the testing institution.

We reserve the right to reschedule or deny proctoring services.

Fee: Free, however if the test is to be printed and/or mailed, charges for prints and postage may apply.

As a partnership with The Period Project, the Spartanburg Libraries acts as both a collection and distribution site. All SCPL locations accept donations of tampons, individually wrapped pads, and personal cleansing wipes. Donations are used to supply the Libraries’ women’s restrooms and services of The Period Project. To learn more about The Period Project and their mission, visit their website.
